Chair: Kurt Mills (kurt {dot} mills [at] glasgow {dot} ac {dot} uk)
Kurt Mills is a Senior Lecturer in International Human Rights at the University of Glasgow. He previously taught at Gettysburg College, James Madison University, Mount Holyoke College, and the American University in Cairo, and served as the Assistant Director of the Five College Program in Peace and World Security Studies at Hampshire College. His major areas of interest are human rights, refugees, humanitarianism, international organizations, and sub-Saharan Africa. Publications include Human Rights in the Emerging Global Order: A New Sovereignty? (Macmillan); “Vacillating on Darfur: Responsibility to Protect, to Prosecute, or to Feed,” Global Responsibility to Protect; “From Rome to Darfur: Norms and Interests in US Policy Toward the International Criminal Court,” Journal of Human Rights; “Neo-Humanitarianism: The Role of International Humanitarian Norms and Organizations in Contemporary Conflict,” Global Governance. He was the founding Chair of HR-ISA (2006-2008).
Chair-Elect: Mark Gibney (mgibney [at] unca {dot} edu)
Mark Gibney is the Belk Distinguished Professor at UNC-Asheville. His most recent book publications include the edited volume Universal Human Rights and Extraterritorial Obligations (University of Pennsylvania Press, 2010), the e-book The Global Refugee Crisis (ABC-CLIO), and Sabine Carey, Mark Gibney and Steven Poe, The Politics of Human Rights: The Quest for Dignity (Cambridge University Press, 2010). Since 1984, Gibney has directed the Political Terror Scale (PTS), which measures levels of political violence in more than 185 countries (www.politicalterrorscale.org).
Vice Chair: Claire Apodaca (apodaca [at] fiu {dot} edu)
Clair Apodaca, Ph.D., is an Associate Professor in the Department of International Relations at Florida International University. Dr. Apodaca has published extensively in the areas the international protection of human rights, women’s human rights and refugee studies. Her work has appeared in the Journal of Human Rights, International Studies Quarterly and Human Rights Quarterly among many others. In recognition of her scholarship in the field, human rights scholars and practitioners elected her to the first Executive Committee for Human Rights at the American Political Science Association (APSA) in 2001. Dr. Apodaca previously served as a member-at-large on the Executive Committee for Human Rights Section of the International Studies Association.
Secretary: Dave O. Benjamin (dbenjamin [at] bridgeport {dot} edu) (2010-2012)
Dave Benjamin is an Associate Professor of Global Development at University of Bridgeport. He has published on the Responsibility to Protect, and Human Security. His most recent work is "Prosecuting Crimes Against Humanity: The Revolution in International Criminal Law", in Sanford R. Silverburg (ed.) International Law: Contemporary Issues and Future Developments, (Westview 2011). Current research interests include corruption and underdevelopment, and the Responsibility to Protect. He teaches courses in economic development, international human rights and international law, and corruption.

Jennifer Abbassi (abbassijd [at] longwood {dot} edu) (2010-2012)
Jennifer Abbassi received her PhD in Political Science from the University of California, Riverside in 1994. For the past 12 years, she has taught international law, the United Nations system, and global issues at Randolph College in Lynchburg, VA. In 2009-2010, she is serving as an American Council on Education Fellow at Longwood University. Jennifer co-edited International Law Today: A Handbook (West Group, 2006) with Anthony D'Amato and has been involved in the international law section, including the court simulations of humanitarian law case studies. She brings to the Executive Committee a passion for international human rights and humanitarian law, excellent organizational and communication skills, and a collaborative and creative approach to working with others to strengthen the section.

Dr. James O'Higgins-Norman FRSA is a lecturer at the School of Education Studies, Dublin City University Ireland where he has led research on issues related to equality and education. In particular his research has focused on the relationship between diversity and wellbeing among minority groups. He is also international associate editor of the Journal of Pastoral Care in Education.
